I think this would be an NFA "Any Other Weapon", because it's concealable, but it's not a pistol. So you'd need the $200 making stamp and paperwork first.
You could fit a reasonable cartridge in there, so it wouldn't be as underpowered as the ring pistol.
Probably the easiest build would be to strap a cute little gun like a NAA mini-revolver under your arm, with some sort of arrangement for the trigger. Reliability, accuracy, and safety seem difficult to achieve...

well i was thinking more along the lines of a single shot .22 strapped to ones left arm with perhaps a internally suppressed bbl so one could simply obtain one ATF tax stamp and the method of firing would be to use ones right hand to trigger the gun. I was thinking one of Mr. single shot's actions would work.

Guy on youtube made a dart gun out of a party popper, that's where I found out what the game gun is.
I would be worried most about losing digits and would leave this one for Hollywood, my 2c .

I grew up near LA Calif (gang land) and every day was interesting. two tools I used was, a Party Popper filled with rock salt and a little extra powder. you just pulled it out of your pocket and said.. here, take this, and popped it in the closest persons face and ran like hell. it would give you the seconds needed to get away from guys with knives and guns.
But the one I always carried and worked the best was a distraction device. I would take a cig from the pack, and pull out the filter and everything else, then take a firecracker and wrap paper around it until it would fit in the area of the filter with the fuse 3/4 the way down the paper, and the tobaco stuffed back in. I would place a line on the cig so I knew where the fuze was.
When in trouble, you pulled out the upside down cig from the pack, lite it like a regular smoke, and then when it was near the line you would toss it behind them. a few seconds later it would go bang right behind them, and they would run figuring someone was shooting at them, and we would run as well, but in the other direction. worked every time, and you didn't have to worry about someone gunning for you due to rock salt injuries.. lol

Yeah i figured safety may be an issue so i was thinking a single shot .22 or maybe a single shot .32 would work fine and of coarse only use a SA trigger and a small shield that extends forward of the muzzle to guard your hand from the muzzle flash and concerning shooting ones self in the hand well it just takes faith and moving your hand back.

Evidently, during WWII special forces in the US Navy actually used a gun built into the top of a glove. Sitting on top of the hand seems less likely to accidentally blast your fingers off. Plus that way use a stout plunger as a trigger: to shoot, you just punch.
Single shot, and I think still NFA, but it looks almost marginally useful as a weapon.
