I've been told that a good lower should either be forged or billet as cast lower receivers are unreliable and weak, but I don't know who the best ar15 lower receiver manufacturers are. Does anyone have some recommendations?

I would say that MANY people like DPMS and Colt.... but I can't say they are the best by any means!

I have made a few with Tactical Machining. The company also does nice customer support.

I think that most people will never notice the difference between cast or forged in "real life".....
